I purchased an item from a seller, and it was not as advertised, can I get a refund?

For GovDeals: Inform the buyer that they will need to contact the seller to discuss the inaccuracies in the item description and to initiate a refund. 

For AllSurplus and Go-Dove: The customer will need to file a claim.  Please send them a claim form via LOT 1.0 / CMM.
